I think that Josh Weed is making an error in assuming that modesty has something to do with sexual provocation. I'm not sure that this is the case. I always understood modesty in dress to be dressing in a way that is suitably respects the dress code and customs pertinent to the situation and atmosphere. I bikini or bathing suit is perfectly modest at the beach or lake or pool, but not at a black tie event.
