I think Trump should build the wall, and the next president should invoke Reagan, and and say "Tear Down This Wall!" I don't know if you are familiar with Keynesian economics, but you can build things and destroy them, and this sort of economic activity is thought of as boosting the economy as a whole. The example he uses is digging holes and filling them right back up, but he does suggest that it would be more productive to build housing, but ultimately it makes no difference.
