I'm not sure I understand what you are saying. It's not necessary to own a country outright. The East India Companies, Dutch and English and Others, were chartered companies that owned all the land in whatever area they operated in. The companies owned the countries, but the governments considered themselves the owners. Not sure if this makes sense, basically, a corporation owns the stuff, and the corporation in incorporated in the United States, let the locals fuss over politics.
